The Team

Bobbie L. Sheils is the President of FSG Consultants Inc., an investigative and compliance consulting firm. She has over 25 years of experience specializing in complex financial investigations, asset tracing, forensic accounting, anti-money laundering investigations and regulatory compliance.

Bobbie has extended her combined skill set to all aspects of the firm. Her investigative and financial experience has resulted in successful asset recovery and restitution related to criminal and internal investigations.
Highlights include:

Financial fraud investigations, forensic accounting and asset tracing of white collar crimes including embezzlement, misappropriation of funds, pyramid and Ponzi-schemes resulting in successful restitution and prosecution in high profile cases by the Southern District of New York (“SDNY”).

  • Identification of kickbacks in pay to play scheme resulting in of successful insurance recovery for a large well established New York City not-for-profit.
  • Calculated damages the City of New York (Law Department as plaintiff against vendors related to construction defects and delays of New York City building.
  • Led team of analysts to investigate over eleven hundred (1100) cases involving multiple mortgage and auto fraud schemes which resulted in 40% of SARs filed for a retail bank.

Managed foreign correspondent banking (FCB) look-back pursuant to the consent order issued by the OCC to J.P. Morgan Chase providing training on conducting searches with enhanced due diligence, prior patterns of activity including enhanced due diligence and SAR preparation.

  • Provided training for conducting AML investigations consistent with FinCEN and BSA requirements. Provided staff the framework for conducting investigations related to look-backs of transaction monitoring, case review and proper SAR drafting focusing on SAR quality.

These investigations have brought Bobbie throughout the United States as well as internationally. She began her career as an investigator with the New York City Police Detective assigned to Organized Crime Control Bureau. Previous other experience included working at J.P. Morgan Chase as Vice-President of Global Financial Crimes and Compliance.

Ms. Sheils is a licensed Certified Public Accountant (New York) and holds the following certifications: Certified Financial Crime Specialist (CFCS), Certified Anti-Money Laundering Specialist (CAMS), and Certified Fraud Examiner (CFE).
